The MV Estonia sinking 1994 was allegedly caused by water loaded in the superstructure whereby the vessel heeled and sank. In 2005 the Swedish government decided that the sinking should be clarified in more detail. On May 23, 2008, two research consortia presented their findings. One finding is that a ferry floats on its deck house! The deck house side may be 10 metres below water ... and the deck house is still not flooded and provides buoyancy to prevent capsize.
This amazing finding - in contradiction to international safety (IMO/SOLAS) standards - is analyzed at http://heiwaco.tripod.com/news.htm .
It seems that the two ship safety research consortia manipulated their findings to support a 'politically correct' suggestion. This is evidently unacceptable and does not promote real safety at sea.

The Safety Committee of the Royal Institution of Naval Architects has identified the particularly high risks of accidents which general cargo ships experience They account for nearly 20% of the world merchant fleet, but suffer over 40% of total losses and almost 40% of the fatalities. These accidents amount to 90 ships lost per year and cause the death of 170 seafarers each year world-wide. These statistics are based on the period 1995 to 2000 [1], but more recent statistics are little better [4]. The risks of death to individual seafarers are higher than on any other large ship type, and the total death toll is roughly equal to that from oil tankers, bulk carriers and Ro-Ro passenger ferries combined.

It is clearly desirable for the maritime community to take action to reduce the risks, although it is not clear exactly what action would be most effective. The Safety Committee has taken a number of steps to highlight these risks and promote action to improve the safety of general cargon ships.

Members of the IMO Naval Architecture Group have expressed concern over the lack of consistency and completeness when determining the operating limitations for the Permit to Operate under the HSC Code (2000). These concerns were brought to the attention of the DE Sub Committee in two papers, (DE 49/5/3 and DE 49/INF.5), submitted on behalf of the IMO Naval architecture Group by the Royal Institution of Naval Architects, in its capacity as a Non Governmental Organisation. The Sub-Committee agreed that these concerns should be addressed, and proposed to MSC that a new work item for the development of guidelines to assist Administrations should be introduced. Development of these guidelines will commence at DE 50.

Mr Andrew Blyth FRINA, who was instrumental in drafting the papers, gave a lunchtime presentation on the issue at DE 50. The presentation is posted in the news section of the Technical Forum - High Speed Vessels.

"Guidance on the Safety Role of the Naval Architect" has been produced by the Royal Institution of Naval Architects to inform and provide guidance to members and others on available methods and the application of safety management.

The "Guidance on the Safety Role of the Naval Architect" booklet may be downloaded from the Technical Forum - News - Safety page

The booklet is currently being reviewed by the Safety Committee, who would welcome comments on the booklet.
