THE QUEENSLAND SECTION - RINA
Minutes of Annual General Meeting and Technical Meeting No 36
Marine Queensland
747, Lytton Road, Murarrie
Tuesday 19 April 2011, 17.00 20.00 hours
1. Opening welcome by Doug Matchett/Attendance/Apologies
Attendees:
Members: James Stephen, Mark Devereaux, Doug Matchett, Antony Krokowski, Brian Hutchison, Tommy Ericson, Jon Pattie, Peter Holmes
Apologies: Chris Hutchings, Tom Ryan, Jens Gravlev, Arthur King
2. Record of Minutes of Technical Meeting No. 35
The minutes were distributed electronically to members prior to the meeting. Nil amendments noted.
Tommy Ericson moved that they be accepted as an accurate account of proceedings of the meeting. Mark Devereaux seconded the motion.
3. Finance Report
Tom Ryan was unable to attend the AGM and a report was therefore not tabled for the current finances. It was noted that there have been some expenses, such as the purchase of an internet dongle for meetings, since the last meeting.
It was suggested that the signatories be changed on the RINA Qld cheque book such that it only requires the Chairman's signature plus one of the committee, as it is currently difficult to organise payments when required.
It was also suggested the bank account be changed to an online basis, removing the need for signatories. It was noted that the current account is for non-for-profit organisation, so has no fees, and can only be used as a cheque account. Doug Matchett offered to look into this further to see if a more convenient option is available to RINA.
With the purchase of an internet dongle and an interest in using an online format to show meetings and presentations to people who cannot make it to the regular meetings, Doug suggested we approach the Australian Division of RINA for further funding. All agreed this would be worth doing.
4. Queensland Section Representative on the Council of Australian Division of RINA
Queensland representative Antony Krokowski detailed the latest information from the Council of the Australian Division of RINA. He noted that the new Generic Equivalent Solution for AS4132 does not include use for fast craft. The Australian Division have now requested evidence as to why this is the case.
The council are also actively seeking sponsorship for the Australian Naval Architect, as some sponsors have recently dropped out. Antony asked if any members knew of potentially interested companies, to please let him know.
Following Trevor Blakely's visit to Australia recently, and discussions with members, RINA is trying to become an Assessment Body for the RPEQ system. Currently members that attain Chartered Status through RINA, still have to be assessed by Engineers Australia in order to become an RPEQ, costing time and money.
5. Broadcasting of Technical presentations
Since the last meeting Peter Holmes purchased an internet dongle for RINA, as previously agreed, so that technical presentations can start to be shown to members who cannot make it in person.
It was suggested that a trial broadcast be made for interested parties at the next technical meeting. At this point, it will be limited to sound only, so it was suggested that we requested a copy of some notes/slides from the presenter which can be sent to members using the broadcast earlier. This will allow them to follow along more easily with what is going on.
Webinars are becoming more widespread at the moment, being utilised by MSQ for Accredited Persons meetings. There are some costs involved to become a member of this, but it does provide a good service if the broadcasting becomes popular. All agreed that it is worth approaching the Australian division in regards to joining a webinar provider. It was suggested that this may be done on a national level, and then each state can use the membership when required.
6. Election of Queensland Section Committee Members
No nominations were received for any of the positions on the RINA Queensland Section Committee.
Brian Hutchison proposed that a block motion be passed that all current positions remain the same. The motion was seconded by James Stephen.
Doug Matchett noted that Tom Ryan was unable continue as Section Secretary, but there were no nominations for the position. Doug agreed to take on the role of Treasurer, in addition to his current role of Chairman, until a nomination arises to take on the position.
James Stephen nominates himself for Committee member and the motion is seconded by Peter Holmes.
At the close of meeting the committee stands at:
Chairman Doug Matchett

Committee Tommy Ericson
Jon Pattie
James Stephen
Antony Krokowski
Representatives on the Australian Division Council Antony Krokowski and Jon Pattie

At this point there is another meeting scheduled for 18 October 2011. Bill Wright has offered to make a presentation on the history of boat building in South East Queensland. This will be followed up closer to the day and information sent out to the committee and members when available.
8. Any other business
A preliminary discussion was had regarding this year's social function. It was agreed that it would be worth having another function, and the Maritime Museum was an excellent venue for our needs. It was suggest that we book something early to ensure we get a time which is suitable. It was suggested that invitations could be spread wider throughout the industry to increase attendance numbers.
Antony noted that the Public Comment deadline was approaching for the new NSCV section on Arrangements. It was agreed that any comments individuals had should be submitted asap, but no common response from RINA Qld would be made.
