Since the last newsletter (June 2008) RINA has attended the following IMO Committee meetings:
Intersessional Meeting on Greenhouse Gases from Shipping (Oslo, 23 - 27 June 2008)
The United Nations Framework Convention on Climate Change (UNFCCC) will meet in December 2009 to analyse how the industrial world has been reacting to the problem of global warming.
IMO is trying to produce new regulations to concentrate the efforts of the shipping industry in this direction.
The Marine Environment Protection Committee (MEPC) is taking care of such work.
MEPC 57 (31 March - 4 April 2008) set up a working group that discussed the green house gases.
As a follow up of the activity undertaken by this working group an intersessional meeting took place in Oslo (23 - 27 June 2008).
A new ship design CO2 index was proposed that is function of engine power and consumption, specific design elements (hull design), CO2 emissions, type of fuel, fuel consumption, ship speed, loading conditions and weather situation. The ship will then be required to demonstrate that it has attained an index within the allowable range.
A proposal for global fuel levy was also submitted.
MEPC 58 (6 - 10 October 2008) will look into these proposals and probably reassemble the working group.
MEPC 59 (July 2009) will finalize this work.

SLF 51 (14 - 18 July 2008)
The discussions of the following items were attended by the delegates of the NGO RINA:
Item 4: Revision of the Intact Stability Code RINA submitted an information paper (SLF 51/INF.6) summarising the results of a research carried out by a committee established by the Japan Society of Naval Architects and Ocean Engineers (JASNAOE). The paper expresses the opinion that such research could contribute towards the development of the new generation intact stability criteria.
Item 5: Safety of Small Fishing Vessels The Sub-Committee acknowledged the work carried out by the correspondence group on the drafting of safety recommendations for decked fishing vessels of less than 12 metres and undecked fishing vessels. The completion of this work is planned for 2010 when the Sub-Committee will submit the final draft to MSC for approval.
Item 7: Guidelines for Uniform Operating Limitations on High Speed Craft With regard to the operating limitations of high speed craft, the outcome of DE 51 (18 - 22 February 2008) was acknowledged. The Sub-Committee was asked to analyse the draft guidelines contained in the report of the correspondence group and prepare a report for DE 52 (February 2009). The correspondence group on this matter was re-established under the chairmanship of Australia.
Item 10: Impact of open W/T doors on ship survivability Watertight subdivision is vital to the survival of flooding damage. SOLAS requires that all w/t doors be kept closed during navigation except in certain circumstances. For example w/t doors are to remain open during navigation when it is essential for the safe and effective operation of the ship's machinery or to permit the access of passengers throughout the passenger area. The revision of this SOLAS regulation aims at requiring flotability assessment calculations for these special circumstances.
