Item 11 "Amendments to the Guidelines for ships operating in Antarctic waters"
Paper DE 51/11 (Australia) was presented in Plenary. It proposed that the Guidelines be expanded to include higher safety standards for ships operating in Antarctic waters.
Papers DE 51/11/1 (Germany, UK, IACS) and DE /11/2 (Finland) were also presented.
Paper DE 51/11 covered the following main issues:
- need for double bottoms in ships operating in Antarctic waters
- technical development of requirements for damage stability , double bottoms , and carriage of pollutants in spaces adjacent to the outer shell
- particularities of the southern hemisphere with regard to environmental
- remoteness and port state control issues
- IACS UR for Polar Ice Operation ,and Finnish-Swedish Ice Class Rules
- possible special consideration of passenger ships that only visit Antarctica in summer
There was overwhelming support for these papers.
Item 13 "Guidelines for uniform operating limitations of high speed craft"
Paper DE51/13 was presented in Plenary by Australia and was accepted with substantial support
RINA supported the paper and suggested that the correspondence group should continue.
The Chairperson confirmed the CG would be re-established under Australia chairmanship to finalize the Guidelines.
Item 26 "Policy determining the need for w/t doors to be open during navigation"
Paper DE 51/26 (Sweden) was presented in Plenary. It proposed that Guidelines be developed to address the following issues:
- how to reduce the need to have watertight doors open during navigation
- assessment of the effect of having the doors open on ship survivability
- alternative means of people traffic with the doors closed
Paper DE 51/26/1 (Sweden) and DE 51/26/2 (Denmark, Norway, Sweden) were also presented.
There was overwhelming support for these papers. The Chair indicated that they would be used as the basis for establishing Guidelines.
Item 27 "Definition of the term bulk carrier"
Paper DE51/27 was presented in Plenary by the UK . The Chair proposed that all interested delegation representatives would meet to prepare a draft resolution document. The resulting working paper (DE51/wp8) is also available on the RINA website.
